Where should I develop the content for my site?
When you are developing a Web page you need to consider the content and the page design.
The content is critical and from my experience, I would suggest that you consider preparing all the pages for your Web site in a word-processing or desktop publishing program with which you are familiar. For the Web page design, you can develop template pages and almost at the end, copy and paste the content when you are confident that the templates are appropriate. During the Web site development, copy a few key pages onto the templates and place them on your Web server. If you plan to have just a few pages then it really does not matter but if you will have a hundred or pages, then reformatting the Web page each time you need to make an alteration becomes a major chore.

Uniformity as long as you keep the content in the same document.

Easier to move sections about a word processor document than between pages.
Leave links etc until the end when all is ready.
